General Playing Rules
The Hawaii In-line Hockey Incorporation (HIHI) will play under the United State America Roller Sport Official Rules of Inline Hockey when it comes to penalties and player safety. A general adjustment to these Official Rules is provided in this document:
Game Timing
The Games to be played at HIHI will be timed under the following rules. The game will be played in two (2) halves based on the age group of the contest. The table below lists the timing for the halves based on the age groups. The group shall be played with a running clock with exceptions noted in this document:

Penalty Timing
The clock will start at the beginning of the game and only stop at the beginning of a penalty or at the discretion of the Officials. Once the clock is stopped, the player penalty shall be entered onto the scoreboard. The clock shall start running again once the puck is put back into play by a faceoff and shall not be stopped during the duration of the penalty.
The penalized player may return to the playing surface at the expiration of the penalty if the puck is in play. If the play is stopped the penalized player may not return to the playing surface until the puck is put back into play by a faceoff. Any player that leaves the penalty bench prior to the designated time shall be assessed an additional minor penalty for Unsportsmanlike Conduct to be enforced once play is stopped for the calling of the delayed penalty.
Overtime Rules
Tie breakers for HIHI leagues are provided here including overtime and shootouts based on the game being played. Because of time constraints, youth games with a tie score at the end of regulation will end in a tie. Adult league will play overtime. All leagues will follow overtime rules during play-offs.
Regular Season Games
The HIHI regular season shall play a single five (5) minute sudden death overtime, in which the first team to score a goal is declared the winner. If the game ends in a tie at the end of the sudden death period, a shootout will be used to determine the winner. Shootout rules are discussed in the section titled “Shootout Rules”. Regular season overtime games will not provide a rest period between the end of regulation and the start of overtime. Teams will stay on their respective ends and the period will start with a center rink faceoff.
Playoff and Championship Games
Any HIHI playoff game, with the exception of consolation games for any age group, shall be played in a continuous sudden death overtime format with the timing rules as defined herein. There shall be a 1-minute rest period between each overtime period, and teams will change ends at the start of each successive period. Clock timing shall be based on the age group of the game as defined in the above table. Running clock rules apply and the only stoppages allowed are for beginning of penalties and at the discretion of the Officials.
Consolation Games
If any consolation game ends in a tie at the conclusion of regulation time the Regular Season overtime rules will take effect. There will be no rest period between the end of regulation and the start of a single five (5) minute sudden death overtime. If no winner is declared at the end of the overtime period a shootout shall be used to determine a winner.
Shootout Rules
The shootout shall begin at the end of the five (5) minute sudden death period and will be executed in the following format. There will be a best of three (3) shooters with the visiting team shooting first. The players to shoot shall be provided to the scoreboard operator and the Officials. Each player shall attempt to score against the opposing goalie. No personal stats are kept during the Shootout process. The team with the most goals after the three shooters have taken their shots shall be declared the winner. If there is still no winner after the first three (3) shooters have participated, the teams will continue alternating shots in sudden death round format until a winner is declared. All eligible players must participate prior to a player taking a second attempt during the shootout.
Continuation Games
HIHI is limited by the amount of time that is available on game days. Therefore, during the playoffs it may be required to stop the current game due to time constraints. In the event a game must be postponed it will be rescheduled to continue at the next available game day returning at the point in which the game left off. All player rosters must remain the same. Any player that did not play in the first part of the game will not be able to participate in the continuation of the game. During the regular season if a game is postponed in the first half of the game, the game may be rescheduled to continue at the point it was postponed with the score, time remaining and players resuming at the rescheduled time. Or, based on the decision of both teams, the game may be restarted from the beginning, allowing additional players to participate.
If the game is postponed in the second half, the game can only be restarted at the beginning of the second half or at the point the game was postponed. Resetting to the start of the second half allows players not present at the start of the game to participate, whereas resuming at the postponed point in the game does not. Team and personal stats accrued after the start of the second half shall be removed and the game shall restart at the beginning of the second half if not resumed at the postponed point.
Canceled Games
If a game cannot be made up, rescheduled or restarted the game will be declared unplayable and removed from the season. To adjust the number of points from the remainder of the teams not affected by the lost game, equal points and games will be removed from the standings for determining playoff seeding. Personal stats for the points for the games removed will stand in the players statistics.
Postponed Games
Games may be postponed on occasion for inclement weather. In this case every attempt will be made to make up the game within the time frame allowed for the season. This may require scheduling and playing on an irregular game day/night from the nominal scheduled day. Games postponed in progress are resumed based on the rules defined previously Herein.
General Conduct
HIHI players are expected to abide by the HIHI Code of Conduct. This includes on and off the playing surface. As a member of HIHI players are expected to be courteous to other players and officials. Other guidelines are outlined here.
Fighting
HIHI has a zero tolerance policy on fighting. This includes on an off the playing surface. Any HIHI member that participates in a fight during the course of a game shall be subject to a minimum one (1) game suspension including the duration of the game in which the fight occurred. Repeat offenders shall be subject to further disciplinary action as determined by the Disciplinary Committee. Any HIHI member participating in a fight off the playing surface in the confines of the HIHI fence boundary shall be subject to a minimum two (2) game suspension including any game that may yet be played after the altercation. This equates to being given a Fighting penalty at the start of the current game. Fighting is determined at the time by the on rink officials but may be subject to review by the Disciplinary Committee for additional actions. A player penalty entered on the score-sheet shall automatically be ejected from the game and receive a minimum one (1) game suspension subject to review for further suspension.
Abuse of Official
No player shall verbally or physically attack any official working the game. Officiating is a thankless job but everyone needs to adhere to the rules and regulations set forth. At the discretion of the Officials any player may be given an Unsportsmanlike Conduct penalty for Abuse of an Official. A second violation of the Abuse of Officials conduct automatically results in another two (2) minute Unsportsmanlike Conduct minor and a ten (10) minute Game Misconduct penalty. The offending player must be removed from the game and an additional player from the offending team must be assigned to serve the additional minor penalty. Repeat offenders shall be subject to additional suspensions as supplied by the Disciplinary Committee.
By registering to participate with HIHI, the above rules addendum will be followed and agreed upon between HIHI, Player and Parent (if youth).
